Best Public Universities in Malaysia for International Students 2027

Best public universities in Malaysia 2027: rankings, fees and entry requirements by TJS StudySteps

Malaysia has 20 public universities, and five of them sit inside the QS global top 300. They draw international students with strong rankings, broad course lists and tuition that usually runs below the private sector. Ranking alone will not tell you which one fits, so this guide compares all five on course strengths, location, hostel costs and entry requirements.

Summary

Universiti Malaya (UM) is the highest ranked university in Malaysia at 56th in the world, followed by Universiti Sains Malaysia (USM) at 128th, Universiti Kebangsaan Malaysia (UKM) at 130th, Universiti Putra Malaysia (UPM) at 138th and Universiti Teknologi Malaysia (UTM) at 158th in the QS World University Rankings 2027.

These are the only Malaysian public universities inside the global top 300, out of 32 Malaysian institutions ranked in that edition.

Hostel rates differ far more than rankings do. UKM charges some rooms by the day from around RM 7 a day, while published rates at UM and UTM run from roughly RM 350 to RM 1,710 a month. Private accommodation in Kuala Lumpur can reach RM 4,200 a month for some room types.

Why choose a public university in Malaysia?

Most international students arrive at private universities in Malaysia first, because private institutions run more intakes, publish their fees openly and tend to move faster through admissions.

Public universities can still be the better choice, particularly if you want a high world ranking and lower study costs. Three reasons make them worth comparing.

Lower tuition and cheaper hostels

Public universities in Malaysia charge less than private institutions across many programmes, and several of them run subsidised on-campus housing.

Some UKM rooms start from around RM 7 a day, while private accommodation in Kuala Lumpur reaches RM 4,200 a month for certain room types. Across three or four years of study that gap moves your total budget considerably. Our guide to student accommodation in Malaysia sets out what each option actually includes.

Strong world rankings

All five universities in this comparison sit inside the QS top 300 for 2027. Universiti Malaya leads at 56th, and the other four fall between 128th and 158th.

Rankings are a useful shortlisting signal, but they measure research output and reputation far more than they measure teaching quality on your specific course.

Better odds on some recognition criteria

Several countries set rules for recognising foreign qualifications, and a university’s world ranking is sometimes part of those rules.

For students from the Gulf in particular, ranking can carry weight inside the recognition process. A high ranking does not guarantee recognition on its own, because the authorities also look at the subject, the mode of study, the campus and other conditions.

Check your own country’s official requirements before you accept an offer. Our country guides cover degrees recognised in Saudi Arabia, recognised in Bahrain, recognised in Qatar and recognised in the United Arab Emirates.

Comparing the top 5 public universities in Malaysia

The table below sets the five side by side on ranking, main campus location and what each is known for.

Malaysian public universities inside the QS global top 300, ranked by QS 2027 position.
University QS 2027 Main campus Known for
Universiti Malaya (UM) 56 Kuala Lumpur Malaysia’s oldest university, comprehensive and research intensive
Universiti Sains Malaysia (USM) 128 Penang Sciences, research and health programmes
Universiti Kebangsaan Malaysia (UKM) 130 Bangi, Selangor Medicine, health sciences and a broad academic range
Universiti Putra Malaysia (UPM) 138 Serdang, Selangor Agriculture, food science and veterinary medicine
Universiti Teknologi Malaysia (UTM) 158 Johor Bahru and Kuala Lumpur Engineering, technology and technical disciplines

Positions are from the QS World University Rankings 2027.

Universiti Malaya (UM): first in Malaysia and 56th in the world

Worth comparing if you want the strongest ranking in the country and a wide choice of subjects.

Universiti Malaya (UM) is the oldest university in Malaysia and the highest ranked, holding 56th place in the QS World University Rankings 2027 after rising two places from 58th.

It is the only Malaysian university inside the global top 60 in that edition.

The campus sits in Kuala Lumpur, which puts public transport, hospitals, government offices and the city’s employers within reach of students.

International students at Universiti Malaya

QS profile data lists 19,701 students at UM, of whom 7,152 are international.

That is a little over a third of the student body, which makes for a genuinely mixed campus with students from a wide range of countries and backgrounds.

Strongest subjects at Universiti Malaya

The university runs a broad programme list, including:

Published on-campus housing runs from roughly RM 350 to RM 1,500 a month, with the lower end covering shared rooms and the upper end better equipped accommodation.

What to weigh before you apply to UM

Entry is competitive, especially for high demand subjects such as medicine and law.

International places can also be limited on some programmes. Review the academic conditions carefully and apply early. Our guide to entry requirements for Malaysian universities sets out what each stage asks for.

Universiti Sains Malaysia (USM): sciences in Penang

Worth comparing if you want sciences and research, and would rather study outside Kuala Lumpur.

Universiti Sains Malaysia (USM) holds 128th place globally in QS 2027 and 34th in Asia. Its main campus is in Gelugor on Penang island, close to George Town.

Why students choose Penang

Penang combines university facilities with city life and a long standing mix of cultures.

Living costs also tend to sit below Kuala Lumpur. Estimated monthly expenses come to about RM 1,870, against roughly RM 2,081 in Kuala Lumpur, using the living cost estimates in our cost of studying in Malaysia guide.

The island is also known for its food, its heritage districts and an established international student community.

International students at Universiti Sains Malaysia

QS profile data lists about 20,010 students at USM, including 9,712 international students.

Student totals vary a great deal depending on the source. Ranking datasets count a different population from the figures universities publish themselves, and USM’s own pages quote a larger total enrolment with a smaller international share. Treat any single figure as indicative. If this matters to your decision, ask the university’s international office, or contact TJS StudySteps and we will confirm the current numbers for you.

Strongest subjects at Universiti Sains Malaysia

The university is best known for its science programmes, among them:

  • Pharmacy

Universiti Kebangsaan Malaysia (UKM) holds 130th place globally in QS 2027.

The campus is in Bangi, Selangor, roughly 35 kilometres south of Kuala Lumpur, and the university also runs medical facilities and a teaching hospital in Cheras, closer to the capital.

Hostel costs at UKM

UKM offers some of the lowest on-campus housing costs among the five universities here.

Some residences are charged by the day rather than by the month. Published rates put certain international student rooms at around RM 7 a day, rising to about RM 12 a day for some postgraduate options.

Your monthly cost therefore depends on how many nights you stay and which residence you are allocated.

Strongest subjects at Universiti Kebangsaan Malaysia

The university is known for its medical and health programmes, including:

If medicine is your target, our guide on how to study medicine in Malaysia compares programmes and fees across both the public and private sectors.

What to weigh before you apply to UKM

Housing options and prices differ between residential colleges, so confirm the rate for the specific residence you are offered.

The Bangi location also means longer journeys into parts of Kuala Lumpur. Factor in where you will live and how you will travel when you compare universities.

Universiti Putra Malaysia (UPM): agriculture, food science and veterinary medicine

Worth comparing if you want agriculture, food science, forestry or veterinary subjects.

Universiti Putra Malaysia (UPM) holds 138th place globally in the QS World University Rankings 2027.

It was founded as an agricultural institution and was formerly known as the Agricultural University of Malaysia. It still leads the country in agriculture and the applied sciences built around it.

The fields worth comparing here are:

  • Food science
  • Biotechnology
  • Forestry science

UPM does not publish a single rate card we can verify here. Ask the university housing office for current prices, or contact TJS StudySteps and we will check them for you. Our guide to student accommodation in Malaysia explains what to ask for and what each housing type usually includes.

Universiti Teknologi Malaysia (UTM): the engineering choice

Worth comparing if you want engineering or a technical discipline.

Universiti Teknologi Malaysia (UTM) holds 158th place globally in QS 2027 and is the Malaysian public university most associated with engineering and technology.

Its main campus is in Johor Bahru, and it runs a second campus in Kuala Lumpur.

Strongest engineering subjects at UTM

The university’s best known programmes include:

Before you accept any engineering offer, check the programme against our guide to EAC accredited engineering degrees, because accreditation is what carries the qualification into professional registration later.

Studying in Johor Bahru

Johor Bahru sits in southern Malaysia, directly across the strait from Singapore.

Living costs tend to be lower than Kuala Lumpur, with estimated monthly expenses of about RM 1,950 on the figures used in our cost guide.

Hostel costs at UTM

Published on-campus rates run from about RM 360 to RM 1,710 a month, the lower end for shared rooms and the upper end for some air conditioned single rooms at Scholar’s Inn.

Prices change with room type, block and the services included, so confirm the final rate with the housing office before you apply.

Which public university fits your course and budget?

No single university is the best choice for everyone. It comes down to your subject, your budget, the location and the kind of student life you want.

The table below is a starting point for your shortlist.

Suggested shortlist by priority. Always check the specific programme and its entry conditions.
Your priority University to compare first
Highest world ranking in Malaysia Universiti Malaya (UM), 56th
Engineering Universiti Teknologi Malaysia (UTM), 158th
Agriculture, food science or veterinary medicine Universiti Putra Malaysia (UPM), 138th
Medicine Universiti Malaya (UM) or Universiti Kebangsaan Malaysia (UKM)
Lower living costs Universiti Sains Malaysia (USM) in Penang, or Universiti Kebangsaan Malaysia (UKM) for cheap hostels
Studying in the capital Universiti Malaya (UM) in Kuala Lumpur
Large international student community Universiti Sains Malaysia (USM)

These suggestions are indicative and based on what each university is known for. Confirm the specific programme and its admission conditions before you decide. Our guide to the best courses to study in Malaysia compares the academic options themselves.

Public or private universities in Malaysia?

Public and private universities in Malaysia differ on tuition, admissions, intake dates and the support available to international students.

How the two sectors generally compare. Individual institutions vary.
Factor Public universities Private universities
Tuition fees Usually lower across many programmes Usually higher
World rankings Includes several highly ranked institutions Varies widely between institutions
Admissions process Can take longer Often faster at some universities
Intakes per year Usually fewer Often several
English language support Varies by university and programme Many offer a range of language support
Competition for places Can be high on some programmes Varies by university and subject
Qualification recognition Depends on the programme and the authority Depends on the programme and the authority

Neither sector is simply better than the other.

If you need to start soon, or you want a programme no public university offers, a private university may suit you better. If your priority is a high world ranking or lower fees, the public universities deserve the closer look.

For a full breakdown of the three institution types in Malaysia, see our guide on public, private and foreign branch campuses compared.

Entry requirements for international students

Every university sets its own conditions by subject and level of study, and requirements differ between bachelor, master and doctoral programmes.

A common set of documents and conditions applies across most of them.

Academic qualifications

You need a recognised secondary school certificate or pre-university qualification, with the grades the programme asks for.

Some programmes set additional conditions in particular subjects, such as mathematics or science.

Certificates and transcripts

Submit your academic certificates and transcripts, with certified English translations where required.

Proof of English

Universities usually ask for an English language certificate such as IELTS or TOEFL, or another qualification they accept.

There is no single threshold across all public universities, because requirements change by institution and programme. Our guide Do you need IELTS to study in Malaysia? sets out which routes are accepted and when a waiver applies.

Passport

You need a valid passport that meets the university’s and Malaysian immigration’s validity rules.

Extra requirements on some programmes

Some programmes ask for a portfolio, an entrance test, an interview or further documents.

Before you accept an offer, confirm the programme’s accreditation on the Malaysian Qualifications Register (MQR). Our full guide to entry requirements for Malaysian universities walks through the documents stage by stage, and students from Saudi Arabia can also read our guide on how to study in Malaysia for Saudi students.

Student visa and intake dates

The Student Pass

International students normally need to complete the Student Pass process to study in Malaysia.

Eligible applications are processed through Education Malaysia Global Services, working with your university and the relevant authorities.

Published processing standards point to around 14 working days for complete applications at some stages, but the real timeline varies with your case, the documents required and other approvals.

Start early and do not book flights on the estimated processing time alone. See the official EMGS site, and our step by step Malaysia student visa guide.

Intakes at public universities

Public universities in Malaysia usually run fewer intakes than private institutions.

There is often one or two main intakes a year, commonly around September, February or March.

Intake dates differ between universities, and research or highly competitive programmes may admit at different points. Confirm the start date for the specific programme you want.

Living and accommodation costs for students in Malaysia

Alongside tuition, you need to budget for housing, food, transport and personal spending.

Living costs differ between Malaysian cities. The table below shows estimated monthly spending in the cities where these universities are based.

Estimated monthly living costs by city, excluding tuition.
City Universities based there Estimated monthly living cost
Penang Universiti Sains Malaysia (USM) About RM 1,870
Johor Bahru Universiti Teknologi Malaysia (UTM) About RM 1,950
Kuala Lumpur and Selangor Universiti Malaya (UM), Universiti Kebangsaan Malaysia (UKM), Universiti Putra Malaysia (UPM) About RM 2,081

Accommodation is the single biggest swing factor in a monthly budget.

On-campus options at these universities run from low daily rates up to about RM 1,710 a month, depending on the university, the room type and what is included.

Compare actual housing costs before you choose a university. See the EMGS cost of living guide, our guide to the cost of studying in Malaysia and our breakdown of student accommodation in Malaysia.
